Welcoming new arrivals to our consulting network

With consultants in 40 countries, we are now building up regional groups, including in East Africa (9 consultants), Latin America (12), the Middle East (9) and West Africa 6) and plan to increase our Asia Pacific group (already at 11). This is in addition to consultants in France (8), UK (6), U.S. (14) and elsewhere.  And we have opened early-stage merger discussions with a consulting firm with presence in Europe and the Middle East.

Our most recent newcomers, whom we welcome warmly, are profiled below:

Luiz Catarcione, Senior Consultant based in Brazil, has worked with several operators and interfaced with ANATEL on a variety of technical and regulatory matters. He holds an M.S. (Operational Telecommunications) from Coventry University in the UK. 

Prof. Rob Frieden, Senior Legal and Regulatory Advisor, has rejoined our firm, bringing consulting experience in Asia and the Caribbean as well as extensive knowledge of Internet and international service policies and regulations.  He is Cable Pioneer Chair and Professor of Telecommunications and Law at Pennsylvania State University.

Abdulkareem Jama, Senior Advisor, served as Chief of Staff to the President and Telecommunications Minister in Somalia.  He adds extensive knowledge of the country's telecom and other sectors and holds two degrees from George Mason University in the U.S., where he worked for 25 years.

Thomas Lamanauskas, Managing Consultant, has served as a head or deputy head of national regulators in three regions, as ITU's head of corporate strategy, and as public policy lead at a mobile operator active in Europe, Africa and Asia.  He holds degrees from London Business School, Harvard University (Kennedy School) and Vilnius University (Law).

Dr. Ann Mason, Senior Consultant based in Colombia, has advised 30 higher education and government entities on strategy and program design.  She serves on the board of NAFSA, the association of international educators, and holds a Ph.D. (Political Science) from Yale.

Johanna Monthé, Senior Consultant, is a lawyer with legal, investment and policy experience in Cameroon, Cote d'Ivoire, France, Nigeria, Senegal and UK. She holds LLM degrees from Paris Ouest and UCLA and an Executive MBA from London Business School.

Malick Ndiaye, Senior Consultant, has served as Head of Cabinet and of the Office of Digital Economy at Senegal's Telecom Ministry, and as Deputy GM of the national broadcaster. He holds technical, business and regulatory degrees from universities in France and Senegal.

Dr. Kennedy Okong’o, Senior Consultant, brings experience in digital IDs, data privacy, rural broadband and e-Gov. He has helped numerous operators and regulators in Africa and Asia, and holds a Ph.D. in Information Systems from the University of Cape Town.

Mahmoud Shabatat, Senior Technical Consultant, brings hands on experience in designing, planning and implementing fiber optic networks, including in Jordan where he worked with the NBN Committee (MOCIT) and received two related degrees.

In addition to regional concentrations, we have expanded the number of lawyers (10) and other regulatory specialists (14) in our Regulation & Spectrum practice as well as consultants in Digital Innovation (11), including the smart city and online education segments.  We turn next to enlarging our Strategy & Market practice.
