Olivier Alais, Managing Consultant, recently managed the planning of a national digital ID system and helped design a health micro insurance program. He has also helped deploy National Research Education Networks (NREN) and an Open Source Software policy for Mauritius. His projects have involved numerous countries in Africa as well as cases in India, Indonesia and Thailand. Olivier has served as a Fellow at the Berkman Klein Center for Internet & Society at Harvard University.
Luis Alberto Bonifaz, Senior Consultant, served as General Manager of Peru's Telecommunications Investment Fund (FITEL) and has managed two alternative energy projects from the permitting stage to their $300 million financial closings. He has also consulted on numerous universal service programs and has been a manager at OSIPTEL, Peru’s regulator. On the consulting side, he brings experience from numerous countries in Africa as well as Latin America.
Claudia Dominquez Santos, Senior Legal and Regulatory Consultant, is a Brazil-based lawyer with TMT sector experience there as well as in Angola and Cape Verde. Her 20+ years of related experience has included legal work dealing with regulatory, acquisition and contracting matters for Brasil Telecom, DB3 Telecom and Telesc as well as advising Anatel, the sector regulator. In Angola and Cape Verde she has assessed sector legislation along with decisions on significant market power and access to international facilities.
Pieter Grootes, Managing Consultant, specializes in digital investment cases. His recent work has included several related due diligence cases, completed for multiple financial entities in South Africa. He also recently advised the South African Presidential task team as its Digital Communications consultant to formulate a response to the COVID-19 pandemic. Previously he served as General Manager of Policy Research and Analysis at ICASA, the sector regulator.
Francisca Omunga, Senior Consultant, specializes in regulatory economics with a focus on mobile services and mobile money as well as cable TV. She served as Chief Regulatory Officer at Triple Play operator, Wananchi, and as Regulatory Manager at both Airtel Kenya and Safaricom. She holds an M.A. and B.A. (Economics) from the University of Nairobi and has completed the Team Leadership course at Harvard Business School.
Mohammed Saikh SY, Senior Consultant, was formerly COO at Chaka Computer in Senegal, where he led several electronic banking initiatives. He has managed consulting engagements covering a wide range of digital (banking, credit cards, digital IDs, etc.) and ICT domains across West Africa, including in Burkina Faso, Cameroon, Cote d'Ivoire, Gabon, Ghana, Mali, Morocco, Mauritania, Niger and Tunisia. In Senegal he co-managed a case on digital development of the economy.
Paul Ulrich, Senior Consultant and Co-Lead for Asia Cases, has served as senior policy manager at GSMA, director at Toffler Associates and consultant at Accenture. He spent most of the last 20 years in Hong Kong focusing on digital platforms, mobile commerce and edge computing as well as PPP financing. He has also led a UN team addressing Internet applications in China. His graduate degrees are from Stanford and Harvard.
